You can blend it shortly after applying and it will dry down to a smudge and water proof eyeliner. The Ultimate EyeLiner- with a twist, has an innovative grip zone, that make it very easy to handle during use. It can be twisted up when needed. If the Eye Liner needs to be sharpened you will find a sharpener at the opposite end of the smudger, which can be pulled out.
